Electrical Installation Condition Report (EICR) is an assessment of fixed electrical installations in a property, legally required for all private rental properties in England since July 2020. EICRs must be conducted every 5 years by a qualified electrician and provided to tenants within 28 days. Any C1 (immediate danger) or C2 (potentially dangerous) issues must be remedied within 28 days. Maximum penalty for non-compliance is GBP30,000.
Legal Requirements
For landlords:
- Must have EICR before new tenancy begins
- Inspect at least every 5 years
- Provide copy to tenant within 28 days
- Provide copy to local authority on request
- Complete remedial work within 28 days (or as specified)
For letting agents:
- Verify valid EICR exists before letting
- Ensure tenant receives copy
- Advise landlords on compliance
What's Inspected
Fixed electrical installations include:
- Consumer unit (fuse box)
- Wiring and cables
- Sockets and switches
- Light fittings (fixed)
- Electric showers
- Cooker connections
Not included:
- Portable appliances (see PAT testing)
- Furniture
- Tenant's own equipment
EICR Outcomes
Reports use classification codes:
C1 - Danger Present: Immediate risk - disconnect until repaired
C2 - Potentially Dangerous: Urgent repair required
C3 - Improvement Recommended: Not compliant but not dangerous
FI - Further Investigation: More testing needed
Satisfactory: No issues found
Remedial Work Requirements
If C1, C2, or FI codes are found:
- Must be fixed within 28 days (or sooner if specified)
- Written confirmation of completion required
- Must provide evidence to tenant within 28 days of work
- Must provide evidence to local authority if requested
Penalties for Non-Compliance
Local authorities can:
- Serve remedial notice requiring compliance
- Carry out work themselves and recover costs
- Fine up to £30,000
For Letting Agents
EICR management best practices:
- Track expiry dates for all properties
- Verify electrician qualifications (NICEIC, NAPIT, etc.)
- Store reports securely
- Serve copies to tenants promptly
- Follow up on remedial work deadlines
